The Bären project is under development. This timeline shows what is already running, what comes next, and why every date remains a planning status for as long as the procedure is unfinished.

Five stages to move-in

The project start has been reached and the workshop process is running. Everything after that is planned but has not happened yet.

  1. August 2026

    Project start

    The site of the former Bären hotel and restaurant on the village square has been sold to OLD FOR YOUNG, the property developers, and work on the project has begun. After years of standstill, there is a prospect for the village square again. Nothing has been built yet.

  2. Until February 2027

    Workshop process

    Cibolini Architektur GmbH is developing the project in workshops together with the municipality and with heritage and landscape conservation. A jury of several people accompanies the process and brings in different perspectives. This is the phase in which the floor plans that do not exist today are created.

  3. Until July 2027

    Ordinary building application

    The outcome of the workshops becomes a building application. It is submitted to the municipality, published and put on public display. To date no building application has been submitted for the Bären project.

  4. October 2027

    Start of construction

    Starting construction requires a legally effective building permit. Only then will a site and a crane become visible on the village square. The date is a planning assumption and depends on the procedure.

  5. October 2028

    Move-in date

    Handover of the apartments and the daycare is planned for October 2028. A date per apartment or per phase does not exist yet. Two years of procedure and construction lie in between.

This timeline is a planning status as of August 2026 and not a guarantee. The procedure, objections, conditions imposed by specialist authorities, tendering and the weather can all move it. We will correct the dates here if they change rather than leaving them standing.

    August 2026: project start

    A project start is the moment a plot of land turns into an undertaking. After several meetings with the municipality of Ins and the property planners, to make sure that the planned project is in the interest of the municipality of Ins and is supported by it, the site of the former Bären hotel and restaurant on the village square was bought in August 2026 by OLD FOR YOUNG, the property developers. The real work begins after that: surveying the protected building, clarifying the planning framework with the municipality, first conversations with heritage and landscape conservation. None of that is visible in the village yet, because it all happens at tables and not on a building site. Municipal president Kurt Stucki said of the sale: “At last things are moving.” (Berner Zeitung, August 2026)

  2. Running

    Until February 2027: workshop process

    In a workshop process a project is not fixed at the drawing board but developed and tested over several rounds. The architects present variants, the participants discuss them, the office reworks and presents again. Around the table sit the municipality, heritage and landscape conservation and the client; a jury of several people accompanies the process and brings in different perspectives. Under negotiation are volume and height, the position of the building on the village square, the treatment of the protected fabric, access, outdoor space and the distribution of uses across the floors. Ins is a townscape of national importance, so the question of the effect on the townscape carries more weight here than elsewhere. At the end of this phase there is a project that can be submitted, and the first floor plans.

  3. Planned

    Until July 2027: ordinary building application

    The ordinary building application is the formal building permit procedure, the one in which the application is published. The dossier is filed with the municipality electronically through eBau, with drawings, forms and supporting documents, plus two paper sets of the drawings. Publication appears in the official gazette on two consecutive issue dates; the public display period and the objection period both run for 30 days from the first publication. An objection may be lodged by anyone directly affected in their own legally protected interests. If objections remain unresolved, a conciliation hearing follows. In parallel, the specialist authorities assess the application: for a scheme that touches the townscape, the commission for the care of townscapes and landscapes; for an object in the building inventory, the cantonal heritage conservation office. Ins is a small municipality, so the permit authority is as a rule the regional prefecture rather than the municipality itself. To date no building application has been submitted and no permit has been issued for the Bären project; the procedure is described here in general terms.

  4. Planned

    October 2027: start of construction

    The start of construction is the first date on which the project genuinely becomes visible in the village. Before it, the works are tendered and awarded, the site management is appointed and the conditions from the permit are carried into the construction drawings. Then come the site installation, securing the existing fabric and the work on the ground. The precondition is a legally effective building permit: clearance to start on site is only given once the permit can no longer be challenged, and the appeal period at the cantonal directorate of public works and transport is 30 days. As long as an objection is pending or that period is running, nothing can be built. That makes this the date most likely to move.

  5. Planned

    October 2028: move-in date

    October 2028 is the intended move-in date. Before handover come inspections, remedying of defects, commissioning of the building services and acceptance by the authority. In a building combining senior apartments, family apartments and a daycare, the requirements of the daycare are added, which has approvals of its own. How handover will work in detail, staggered by floor or on a single date, is open today. Anyone on the interest list will hear as soon as it has been decided.

Context

Why a timeline for a project under development is always an interim state

A construction timeline is not a train departure board. It is a set of assumptions about how long procedures will take that we do not run ourselves. Between the application and the permit lie the public display period, any objections and the assessment by several specialist authorities. Each of those steps has its own duration, and none of them speeds up because you enter it as shorter in the plan.

For a protected object in a townscape of national importance, an additional assessment comes on top. The cantonal heritage conservation office examines how the project relates to the existing fabric and to the townscape. That can lead to adjustments, and adjustments cost time. That is exactly what the workshop process is for: the earlier the specialist authorities sit at the table, the less has to be corrected later.

On top of that comes everything that happens on a building site anyway. Awards of contract, delivery times, a wet autumn, a find in the ground. A project in a village centre has little room for site installation and access, and the neighbourhood has to keep living. Such things can be planned, but not guaranteed.

We could turn that into a timeline with cautious buffers that is always right and says nothing. We would rather show the dates we are working towards and write that they may move. If it comes to that, we will say so and name the reason. That is less comfortable than a nicely presented bar chart, but it is the only way to face a village for two years.

How you will see progress

You do not have to be on an interest list to see how far the project has come. Four things are visible to everyone, in the village and in the official gazette.

First

Clearing the site

As long as the burnt-out ruin is standing, the project is paper. When barriers go up and the remains of the roof structure disappear, preparation has become serious.

Publication in the official gazette

A building application is published and put on public display. If you read about the Bären project in the official gazette, the application has been submitted. From that point the drawings can be inspected at the municipality, and anyone affected can lodge an objection.

On site

The profile frame

At the same time as the building application is filed, the outer contours of the planned building are staked out on the plot: the profile frame of poles and battens shows position, height and outline at full scale. That is the moment when you can stand on the village square for the first time and see how big the building really becomes. The profiles stay up until a final decision has been taken.

Last

Site installation

Hoarding, containers, a crane, changed traffic routing on the village square. That only follows a legally effective building permit and marks the start of construction. From then on progress is visible to the naked eye every week.

Visible signs always come after the procedure, never before it. Anyone seeing nothing today is not seeing that nothing is happening, but that planning is under way. With the monthly planning journal, however, you will always stay informed about the latest developments.

Questions about the timeline

Five questions that keep coming up about the timeline.

Has the building application already been submitted?

No. To date no building application has been submitted and no building permit has been issued for the Bären project. The ordinary application is planned by July 2027. When it happens it will be published in the official gazette and put on public display, and you will learn about it there.

What happens during the workshop process?

The architects develop the project over several rounds together with the municipality and with heritage and landscape conservation, accompanied by a jury of several people. Under discussion are volume, position on the village square, the treatment of the protected fabric, access, outdoor space and the distribution of uses. At the end there is a project that can be submitted, with the first floor plans.

Can the timeline shift?

Yes. Objections, a possible conciliation hearing, conditions imposed by specialist authorities, awards of contract, delivery times and the weather can move any of these dates. The start of construction depends most heavily on the procedure, because it requires a legally effective permit. If something shifts, we will correct the dates on this page and name the reason.

When can I move in?

October 2028 is intended. That is a planning status and not a guarantee. There is no handover date per apartment or per phase today. It emerges towards the end of construction, once inspections and commissioning have been scheduled.

How will I hear about changes?

This page is updated as soon as the status changes. Anyone who has registered interest will also hear from us: at the end of the workshop phase, when the building application is submitted and as soon as floor plans and prices exist. The application additionally appears officially in the official gazette.
